Lottery board ROYAL138 — service update notes

On ROYAL 138, the lottery category enters a timeline only when a date and a source exist. Unevidenced rumor stays outside the archive.

A results board is treated as information. Number forecasts are not provided.

When a change may be logged

read markets as information, not as a guaranteed forecast.

No dated bulletin is available, so visible entries are inspection frames, not a release story.

Suppose the date-source-impact frame stays empty because there is no bulletin. the results number board still must not be filled from rumor.
